K. Jairaj, a member of the 1976 batch of the Indian Administrative Service , has held distinguished appointments in the infrastructure, energy, transport and urban development sectors, including a role as Additional Chief Secretary, Energy Department and Chairman, BESCOM, Managing Director, Bangalore International Airport Ltd; Managing Director, Karnataka Power Corporation Ltd; Managing Director, Karnataka State Road Transport Corporation; Commissioner, Bangalore City Corporation for two terms; Commissioner for Commercial Taxes and Principal Secretary to the Chief Minister. With N.R. Narayanamurthy, Chairman Emeritus of Infosys, Mr. Jairaj established the Bangalore International Airport Limited, India’s first greenfield airport on public private partnership basis with Siemens, Germany.

Mr. Jairaj served with the World Bank, Washington D.C. USA, as senior public sector management specialist in the Africa region between 2004-2006. Mr. Jairaj’s has academic background in economics, public policy and management. He has a Bachelor of Arts (Honours) degree from Bangalore University, Master of Arts degree in Economics from the Delhi School of Economics, M.P.A. Woodrow Wilson School Of Public And International Affairs, Princeton University and M.P.A, Kennedy School of Government, Harvard University, U.S.A, where he was Edward’s Mason Fellow.

Kallol Roy

Dr. Kallol Roy is a B.Tech (Electrical) from NIT, Calicut (1984), graduate of the 28th Batch of Training School at BARC (1985), M.Tech (Electronics Design) from CEDT, IISc, Bangalore (1990) and PhD (Fault Diagnosis in Control Systems) from Syscon, IIT-Bombay (2000). He was also a Post-Doc Fellow at the Univ. of Alberta, Computer Process Control Group, Chemical & Materials Dept. (2005-06). Dr. Roy had joined BARC soon after his graduation and had worked there for three decades as an Instrumentation Engr. in the Research Reactors at BARC, where he had specialized in system/equipment fault diagnostics & predictive maintenance techniques and application of various mathematico-statistical & Bayesian approaches for total-maintenance-management of plants. He had subsequently served as a CMD of BHAVINI (a PSU under the Dept. of Atomic Energy, Govt.of India), from 2016  to 2021, where  apart from his primary assignments on Project Management & Corporate Governance, Dr. Roy was working on Health Monitoring techniques for structures & roto-dynamic equipment, Bayesian Forecasting & Optimization studies for system commissioning and  for  evolving the concepts of Technology ForecastingSustainability Engg.  along  with Human Reliability & Cybernetics.

Dr. Roy, retired from  GOI service, in January 2021 and has since been associated as a Research Advisor & Guest Faculty with the Systems Group, Dept. of Chemical Engg., IIT-Madras. Presently, he offers a semester level course on Modern Control Theory  and co-guides PhD & Post-Doc fellows on aspects of De-noising & Estimation of Air-Pollution  Measurements & Battery Management Systems, Networked & Distributed  ControlsCritical Transitions in Complex Dynamical Systems (as an extension to the problems of fault diagnostics in linear time-varying systems)  and Game-theoretic formulations on pollution mitigation policy formulations.

Dr.Prakash is a Marine Scientist. He retired from National Centre for Earth Science Studies (NCESS), Ministry of Earth Sciences (GoI), Trivandrum in July 2019 and continued to work as Senior Consultant till September 2021. He also held highest position as Director during 2016-17. The main focuses of his research are on beach and coastal processes including the coastal zone management aspects in the islands and also in the mainland of the country. Over the years, he has completed many research projects sponsored by different central department/organizations like DST, DOD, MoES, UTL, IREL, Atomic Minerals Directorate, etc. Apart from building a strong coastal research group at NCESS, many new results for understanding the placer mineral enrichment on to the beach have been demonstrated and a step-ladder process has been suggested from these projects. More specific accomplishments include sediment budgeting studies for placer mineral for sustainable exploitation with least impact on coastline. As a continuation to this programme a revisit to the placer mining sites was also carried out during 2019 and suggested ways to continue beach mining operation in a sustainable manner. Coastal Zone Management is another important activity carried out by him for the preparation of Coastal Zone Management Plan (CZMP) and Coastal Regulation Zone (CRZ) work in the islands and mainland in the country. Rain water harvesting through innovative techniques/methods is also dear to him as a societal programme. He has published more than 50 research papers in national and international journals including a book and two field guide books.
