About the Speaker
Dr Bibhu Prasad Routray is Director, Mantraya, Goa. He has served as a Deputy Director in India's National Security Council Secretariat, and has taught in universities in Singapore and Australia. He specialises in decision-making, governance, counter-terrorism, force modernisation, intelligence reforms, foreign policy and dissent articulation issues in South and South-East Asia. He is the author of National Security Decision Making in India (RSIS, Singapore, 2013)
